About Your Course Facilitator

He is a Professor of Systems Engineering at the United States Military Academy at West Point. He teaches decision analysis, systems engineering and operations research. He is also a senior principal in Innovative Decisions Inc., a leading decision analysis consulting firm.

He is a member of the National Security Agency Advisory Board’s Chief Technology Officer and Information Assurance Panels and is the Chair of the National Research Council Study on Methodological Improvements to the Department of Homeland Security’s Biological Agent Risk Analysis.  In addition, he serves on advisory boards for the Department of Homeland Security and the Air Force Institute of Technology. His research and consulting involves decision analysis, systems engineering, risk analysis, strategic planning, research and development (R&D) portfolio analysis, and resource allocation decision-making.

He helped develop the decision analysis methodology for the highly successful 2005 Army Base Realignment and Closure Study. He served in a variety of Air Force R&D management, operations research, and teaching assignments. He retired from the Air Force as a Colonel. 

He has served as President of the Decision Analysis Society (the largest society) of the Institute for Operations Research and Management Science (INFORMS) and President of the Military Operations Research Society (MORS), an organization with over 3000 members. He is the former editor of Military Operations Research and a Fellow of the Military Operations Research Society. He co-edited Decision Making for Systems Engineering and Management, Wiley Series in Systems Engineering, Wiley & Sons Inc., 2008 and published over 100 publications.
